Graph 1 – Host Community Agreement Applications

Overview: This bar graph illustrates the total number of Host Community Agreement (HCA) applications submitted from 2015 to the present, compared against the total number of applications that were approved, denied, withdrawn or deemed incomplete by the City, as well as the total number of applications submitted by Social Equity Program Participants. Social Equity Participant data is based on information self-reported by applicants and provided to the City at the time of application.

Details: The bar graph shows the total applications submitted to the City by marijuana license type. There are 6 different bars that show either the total number of applications submitted for the listed license type, the total number of applications approved, the total number of applications denied, the total number of applications marked as incomplete or withdrawn, and the total number of the applications that were submitted by social equity participants. Here are the results:

  1. For Medical Marijuana Treatment Center license type, there were 14 total applications, 9 applications were approved, 2 applications were denied, and 3 applications were either incomplete or withdrawn, 0 applications were submitted by social equity participants.
  2. For Independent Testing Laboratory license type, there were 5 total applications, 4 applications were approved, 1 application was either incomplete or withdrawn, 0 applications were denied, and 0 applications were submitted by social equity participants.
  3. For Marijuana Microbusiness license type, there was only 1 application and the 1 application was approved.
  4. For Marijuana Delivery Operator license type, there were 5 total applications, 1 application was approved, 1 application was denied, 3 applications were either incomplete or withdrawn, and all 5 of the applications were submitted by Social Equity Participants.
  5. For Marijuana Courier license type, there was 1 application submitted and the 1 application was approved. The 1 application was submitted by a Social Equity Participant.
  6. For Marijuana Product Manufacturer license type, there was 10 total applications, 8 applications were approved, 2 applications were either incomplete or withdrawn, and 1 application was submitted by a Social Equity Participant, 0 applications were denied.
  7. For Marijuana Cultivator license type, there was 4 total applications and 4 total approved applications, 0 applications were submitted by Social Equity Participants.
  8. For Marijuana retailer license type, there was 30 total applications, 17 applications were approved, 6 applications were denied, 7 applications were either incomplete or withdrawn, and 0 applications were submitted by social equity participants.

Graph 2 – Comparison of Total Applications to Executed Agreements

Overview: This bar graph compares the total number of Non-Social Equity Participant (Non-SEP) and Social Equity Participant (SEP/SEB/EEA) Host Community Agreement applications submitted from 2018 to present with the total number of those applications that resulted in an executed Host Community Agreement. Social Equity Participant data is based on information self-reported by applicants and provided to the City at the time of application.

The bar graph shows the calendar years from 2018 to 2025 with 4 different bars. The bars on the graph each represent either the total number Non-Social Equity Participant (Non-SEP) applications compared to the total number of Non-Social Equity Participant executed host community agreements or the total number of Social Equity Participant (SEP) applications to the total number of Social Equity Participant (SEP) executed host community agreements. Here are the results shown on the graph:
