A master plan is a policy guide and a framework for future land use and development. It includes:

  • Assessments of existing resources and issues
  • Projections of future conditions and needs
  • Consideration of community goals and desires

A master plan describes what the community is like today and what direction it chooses to go in the future.


The master plan’s purpose is to provide strategies that will enable municipal officials to better manage change based on a clear understanding of the desired vision. The plan further intends to provide:

  • Information
  • Direction and support to residents, businesses, and developers as they seek to understand their impact on land use
  • Resources and services
