Mission of the Town Clerk’s Office

The Framingham Town Clerk’s Office is committed to providing competent, courteous, and efficient service to our customers. We are dedicated to the thorough preservation of the Town’s vital records and historical documents for the benefit of future generations. We respect the right to vote as a fundamental civil right and will assure that all elections are conducted in a fair and open manner providing equal access to all citizens. Birth, Marriage, and Death Certificates

Birth Certificates are available from 1700 to the present if the child was born in the Town of Framingham or the parents were married and residing in Framingham at the time of birth.

Birth records are public records except when the parents are not married at the time of the child’s birth.  In such cases, only individuals listed on the certificate can obtain the birth record and a notarized request must be provided to the Town Clerk.

Please send your request to the Town Clerk’s Office, 150 Concord Street, Framingham, MA  01702.  Acceptable forms of payment are checks or money orders made payable to the Town of Framingham. Please include a self addressed stamped envelope.  Requests received prior to 2:00pm EST are mailed the same day. If you would like expedited mail service (FedEx or UPS), please contact the Registry of Vital Records and Statistics located in Boston, MA.  The telephone number is (617)740-2600.  

Marriage Certificates are available for records dating from 1700 to the present. The Town Clerk has records for couples who filed their marriage intention in Framingham.

Death Certificates are available for records dating from 1700 to the present. The Town Clerk has records for any individual who died in Framingham, as well as records for Framingham residents who died elsewhere in Massachusetts.

The fee is $10.00 for a certified copy of any of the vital records documents, birth, marriage, or death certificate.

Marriage Licenses

To apply for a marriage license, the couple must come to the Town Clerk’s office together. Both must be at least eighteen years of age or obtain a court waiver from a probate or district court.  There is a mandatory three day waiting period from the application date and the date the license is issued and can only be waived with a court order. Marriage licenses are valid for sixty days and can be used to marry in any Massachusetts city or town.

Fee: $20.00 (includes a certified copy of marriage certificate)

Genealogy Searches

The Town Clerk’s office is happy to assist citizens with genealogy searches. We will search for up to three records for free if a name and date range are provided. After three searches, the fee is $3.00 per record. For record searches without a date range, the fee is $5.00 per record. Searches are free if a certified copy is purchased.

Dog Registrations

All dogs six months of age and older must be licensed by the Town Clerk.

Evidence of a current rabies vaccination must be provided.

Fee: $15.00

$10.00 with certificate from vet stating dog is neutered/spayed

Dog licenses are valid for calendar year, January 1st thru December 31st. Anyone requiring a dog license can come to the Town Clerk's Office or mail in the rabies certificate and spaying or neutering certificate with a check or money order made payable to the Town of Framingham, 150 Concord St. Framingham, MA 01702.

Business Certificates (DBA)

Business Certificates (Doing Business As certificates), must be filed by unincorporated business located in Framingham which are conducting business under a name other than one’s own. Voter Registration

All United States Citizens are eligible to vote if they will be at least eighteen years of age as of the next election. The registration deadline is twenty days prior to an election.

How do I declare residency?

According to the Secretary of State's Office, Citizen Information Service, there is no formal procedure for establishing a legal residence in Massachusetts.  Voter registration, automobile registration, a driver's license, the appearance of a person's name on a city or town street list, rent/mortgage receipt, utility or telephone bills normally provide tangible proof of residence.  However, individual public or private agencies or institutions may have their own requirements for proof of residence.  A one-year residency requirement is imposed in order to qualify for state tuition rates at state colleges and universities, and a six-month residency is required for the community colleges.

If you are a U.S. Citizen, a Massachusetts resident, and you will be 18 years old on or before election day, you may register to vote at any city or town hall in person, or via mail  by contacting your local city or town clerk's office.
