Downtown Railroad Crossing Task Force In the fall of 2005, the Division of Community and Economic Development secured a $40,000 grant from MEOT in order to update the 1997 “Route 126 Corridor Study,” completed by Rizzo Associates. The original study examined the highly- congested area around the intersection of Route 126, Route 135 and the Commuter Rail and freight tracks in Downtown Framingham and discussed several possible solutions. The scope of the study update includes detailed updates of traffic counts and other relevant data, in addition to a reevaluation of the options presented in the 1997 study. In order to inform the study process, the Board of Selectmen and the Planning Division initiated the Downtown Railroad Crossing (DRC) Task Force. The Task Force consists of 35 voting members representing Framingham, Ashland, and Natick. The members also represent several local, regional, and state organizations including the legislative delegation, the MetroWest Growth Management Committee, the MetroWest Chamber of Commerce, the Framingham Historical Commission, the Planning Board, the EDIC, and several town departments. Four ex-officio members also represent Framingham's state legislative delegation. The first of the Task Forces’ monthly meetings was held in November 2005, and the group has been meeting regularly ever since. A seven member Steering Committee develops the agenda for the Task Force. Over the last year and half, the Task Force has evaluated dozens of potential alternative solutions for the grade crossing. While undertaking this analysis, the Task Force realized that this project would have substantial implications for the future of Downtown Framingham. Because the impacts on transportation, urban design, and economic development are so important, the Task Force opted to hire a second set of consultant to help determine which option would result in the best overall downtown. The Town contracted a team of talented consultants to help propel the Task Force from a field of options to a single, thoughtful and thoroughly reviewed recommendation. The consultant team began work in April and will complete initial analysis towards the end of Fall 2007.
