M-8   $63,752 -$76,196

Hours:

Monday - Friday  8:30 am to 5:00 pm(37.5/week) 

plus frequent evening assignments 

 

 

Basic Purpose:

 

Under the direction of and in conjunction with the Community and Economic Development Division Director will aid in the overall supervision of the Community and Economic Development staff and departmental administrative operations. 

The Assistant Director for Community and Economic Development will have advanced education and extensive experience in land use planning, zoning, community development and related areas, as well as staff supervision experience.

 

 

Organizational Scope:

 

Works under the general supervision of the Community and Economic Development Director.

 

Major Responsibilities: 

 

 Supervise and train professional staff as assigned.

 

      Procure and manage grants and contracts related to planning and economic development.

 

 Coordinate/Oversee the updates for Town’s Open Space and Recreation Plan.

 

 Oversee and coordinate citizen participation process for all assigned planning activities.

 

 Assist with coordination and staffing of Framingham Economic Development Industrial Corporation, as well as developing and             implementing its annual work program.

 

 Represent Town of Framingham on local, regional and State committees/ commissions as assigned.

 

 Assist in overseeing a multi modal transportation planning program including: bike trails, pedestrian commuter/freight rails, State TIP process, etc.

 

Assist Director with all TIF negotiations and TIF committee functions as assigned, and maintain computerized data base of all TIF projects.

 

Assist Director with negotiating Mixed Use Developments, local permitting approvals for such projects and their ultimate implementation.

 

Other duties as may be assigned.

 

Job Qualifications:

 

  1. Requires a Master’s degree in city or regional planning or related field and 5-8 years planning experience, of which at least 3 years were in supervisory role (experience may be substituted for Master’s degree at the discretion of the Town Manager. 

  2. Must have excellent written and oral communication skills.

  3. Excellent computer skills, especially in Microsoft program applications, GIS mapping, graphics and Excel spreadsheets.

  4. Knowledge of public accounting and grants management.

  5. Massachusetts Drivers License for field and liaison work.

  6. Must be able to attend frequent evening meetings.

  7. Must be able to function professionally in a teamwork environment.
