Statement Regarding the Purchase of a Vehicle for Mayor Yvonne M. Spicer

Framingham, MA – It is a common practice in Massachusetts municipalities to permit employees in certain positions of responsibility to have a municipal vehicle for their official use. Similar practice has been in place in Framingham prior to the transition to the city form of government. Mayor Yvonne M. Spicer acts in official capacity as Mayor of the City of Framingham, twenty-four (24) hours a day, seven (7) days a week, unless on personal, sick or vacation leave.


The Ford Explorer that was procured for the use of Mayor Yvonne M. Spicer was in compliance with M.G.L. Chapter 30B, Section 4 (a) (a) Except as permitted pursuant to this section and section 7, for the procurement of a supply or service in the amount of $10,000 or greater, but not more than $50,000, a procurement officer shall seek written quotations from no fewer than 3 persons customarily providing the supply or service. The procurement officer shall record: (1) the names and addresses of all person from whom quotations were sought, (2) the purchase description used for the procurement, (3) the names of the persons submitting quotations and (4) the date and amount of each quotation. Such information shall be retained in the file required pursuant to section 3. A governmental body may require that any procurement in an amount of not more than $50,000 be subject to section 5.


General funds were used to purchase the vehicle. The vehicle was equipped with emergency lights and a radio as have Town Manager’s vehicles in the past for emergency situations.
