Mayor-Elect Yvonne M. Spicer Announces the Selection of the

Board of License Commissioners Candidates

 

Framingham, MA –  In accordance with the Home Rule Charter, Article X: Transitional Provisions, Section 7o, “”As soon as practical after the first mayor and council have been elected, but no later than (15) days after taking office, the mayor shall call together for an initial meeting the mayor-elect’s nominees to the board of license commissioners established in Article V and submit said names to the council for review.”


Today, after a complete review and evaluation Mayor-Elect Yvonne M. Spicer is pleased to announce the candidates for the Board of License Commissioners:

  • Adam R. Barnosky, Esq. is an attorney that specializing in alcoholic beverage licensing and regulatory compliance. Attorney Barnosky has nearly ten years of experience working with businesses throughout the Commonwealth, including restaurants, bars, package stores, breweries, hotels and other businesses operating that require some form of licensing.

  • Cesar Monzon is a former Framingham Selectmen and Information Specialist for the Office of the Census Bureau has been selected. Cesar has extensive knowledge of Massachusetts General Laws governing the licenses issued; and past experience and involvement making decisions granting and revocation of licenses

  • Sara Mulkeen, MPA is currently employed with Framingham State University as the Manager of Digital Communications and Interactive Media. Sara has been a resident of Framingham for the past 12 years and is a former reporter for the Metrowest Daily News.

  • Joao Paulo Sakai de Freitas has been a business account representative with Comcast Corporation since 2009. Joao is a previous business owner and has past experience organizing events for the Brazilian community.

  • Tiel Doust Wadland has over five years of experience in the restaurant industry, managing seven restaurants with 150 employees. Tiel is currently employed as the AVP, Basel Risk/Financial Regulatory Assurance at State Street Corporation.


To be eligible for the position of Commissioner, candidates are required to be residents of Framingham, registered voters and able to pass a background check. No person while a member of the Board of License Commissioners shall have any financial interest, direct or indirect, in the sale or distribution of alcoholic beverages in any form within the City of Framingham.


In accordance with the Home Rule Charter, Article III: Executive Branch, Section 3a, “All appointments and promotions made by the mayor shall be made on the basis of merit and fitness demonstrated by examination, past performance, or by other evidence of competence and suitability. Each person appointed to fill an office or position shall be a person especially fitted by education, training and previous experience to perform the duties of the office or positon for which chosen.”


All candidates have been screened by a committee consisting of a sworn member of the Framingham Police Department, a member of the Health Department, Town Counsel, the current Licensing Administrator, and a member of the Human Resources Department.


“I am pleased to share the names of the individuals that have been chosen as candidates for the first Board of License Commissioners for the City of Framingham with the City Council-Elect and the community now that the screening process is complete. I look forward to discussing the candidates and their qualifications with the City Council at the January 2, 2017 meeting,” said Mayor-Elect Yvonne M. Spicer.
