The Emergency Operation Center (EOC) is activated during town-wide or large scale emergency incidents such as flooding, blizzards, and widespread power outages. During all major incidents the Town of Framingham operates under the National Incident Management System (NIMS), utilizing the Incident Command System. All public safety personnel have been trained in Incident Command as required under Homeland Security Presidential Directive #5 and #8.

Background
In 1986, the United States Congress passed the Emergency Planning and Community Right-to-Know Act, Public Law 99-499, commonly known as EPCRA or SARA Title III. Section 301(a) of the legislation required each governor to appoint a state emergency response commission (SERC) by April 1, 1987.

Section 301(b) charged the SERC’s with the responsibility of dividing the states into planning districts and Section 301(c) for appointing local emergency planning committees (LEPCs).

Local Emergency Planning Committee
In 1987, the Massachusetts State Emergency Response Commission in compliance with the new legislation designated each MEMA sub area as planning districts and appointed a Local Emergency Planning Committee (LEPC) for each city and town within them. The legislations requires that the committee have representation from the several groups (Elected Official, Emergency Management, Law Enforcement, Emergency Medical Services, Firefighting, Board of Health, Local Environmental Agency, Hospital, Transportation, Media, Community Group, Hazmat Facility, and Public Works).

In Massachusetts there are 3 levels of LEPC’s: Start up, Provisional, and Full Certification. Framingham LEPC is a stand alone (meaning there are no other communities involved) fully Certified LEPC and was one of the first stand alone fully certified LEPC’s in the commonwealth. Assistant Chief Magri is currently chair of the Laison sub committee of the SERC (State Emergency Response Committee).
