The membership of the Standing Committee on Rules consists of 1 member from each precinct elected by the town meeting members in a precinct. The election is held during the annual town meeting. The term of the members begins when the annual town meeting is dissolved and continues through the annual town meeting following the election. If the member from a precinct resigns, or no member is elected at the precinct meeting held during the Annual town Meeting, the precinct chair may appoint a member to the Rules Committee.
As stated in the bylaws Article III, Section 2.1.2 (g), the Rules Standing Committee is responsible for the procedures for conducting town Meeting.
